This bidding project is the 2024-2025 logistics carrier centralized procurement bidding, and the bidder is  Guangdong Haiwu Technology Co., Ltd  . The project funds are raised by the bidder and the funds have been implemented. The project has met the bidding conditions, and is now conducting public bidding and selection, and interested bidders (hereinafter referred to as bidders) can come to bid.

1. Scope of bidding
1.1  Bidding content: This project is a centralized bidding project. In order to meet the growing logistics demand, it is planned to introduce a number of units to undertake Haiwu's logistics and transportation work in 2024-2025, and the service period is from the date of signing the contract to December 31, 2025.
1.2 This project is divided into bid packages, and the specific bid packages are divided as follows:
The bidding scope of bidding package  1   is:   less than 2 cubic meters of less-than-truckload (express).  
The goods start from Zhangmutou, Dongguan and are sent to the transportation business of provincial capitals and urban areas (counties) across the country, with a total bidding logistics business volume of about ¥1 million/year (calculated according to the predicted volume).
The bidding scope of bidding package  2   is:  logistics of more than  2 cubic meters.
The goods depart from Zhangmutou, Dongguan and are sent to the transportation business of provincial capitals and various urban areas (counties) across the country, with a total bidding logistics business volume of about ¥28 million/year (calculated according to the predicted traffic volume).
The bidding scope of the bidding package  3   is:  shipment in  Wuhan.
The total bidding logistics business volume is about ¥2 million per year (calculated according to the predicted volume) of goods departing from Wuhan and sent to provincial capitals and urban areas (counties) across the country.
The maximum number of bids allowed by bidders to win at the same time in this project is  2.
1.3 There is no maximum bid limit for this project.

2. Qualification requirements for bidders
2.1  This project requires that the bidder must be an independent legal person or other organization registered in the People's Republic of China with the ability to perform the project and legally established and existing in accordance with the relevant laws of the People's Republic of China, independent of the tenderer and the bidding agency. The registered capital of Package 1 shall not be less than RMB 1 million, and the registered capital of Package 2 and Package 3 shall be not less than RMB 5  million or equivalent currency (converted according to the central exchange rate announced by the Bank of China on the date of submission of the documents).
2.2  This project requires bidders to have the following qualification certificates (or authorizations): A scanned copy of the "Road Transport Business License" must be provided for a valid road transport business license.
2.3 Bid package 1 does not make performance requirements, and bidder 2 and 3 require bidders to have relevant performance of similar projects. The requirements are as follows (not recognized if the following requirements are not met):
1) Similar projects refer to: logistics and transportation performance;
2) Provide at least one contract with an amount of not less than 5 million yuan, and provide a copy of the key pages of the contract, including but not limited to the first page of the contract, service content, amount page, and signature page. Framework contracts that do not reflect the specific amount need to provide a separate framework order or settlement voucher, and the amount is subject to the cumulative amount;
3) The above contract authenticity certification materials requirements: the above-mentioned contract must be provided with the contract authenticity certification materials (sealed) issued by Party A or Party A's implementation department, or provide clearly visible copies of invoices and screenshots of invoice authenticity inquiries that can be queried in the online tax system (https://inv-veri.chinatax.gov.cn/) before the date of the project announcement.
4) The above contract time requirements: from January 2021 to the date of the procurement announcement of this project (subject to the date of signing the contract, and the date stated in the order or settlement voucher for the framework contract)
2.4 The bidder must have the ability to issue special VAT invoices. A copy of the qualification certification materials for general VAT taxpayer (or stamped with the "General VAT Taxpayer" stamp by the competent tax authority in the "Qualification Determination" column of the copy of the "Tax Registration Certificate") must be provided; If the bidder is a general VAT taxpayer, but the copy of the national tax registration certificate is not stamped with the relevant stamp, a screenshot of the general VAT taxpayer certificate found on the national tax website can be provided.
2.5  This project requires the bidder to meet the following credit requirements:  The bidder shall not be listed as a dishonest person subject to enforcement by the people's court, and provide screenshots of the credit information report on the "Credit China" website (www.creditchina.gov.cn) and the query results of the China Enforcement Information Disclosure Network (zxgk.court.gov.cn) before the deadline for submitting bidding documents. Failure to provide such supporting materials shall not be deemed invalid.
2.6  This project   does not accept      consortium bidding.
2.7  This project   does not accept      bids from agents.
2.8 The person in charge of the unit is the same person or different units with controlling and management relationships, and shall not participate in the bidding of the same bid package or the same bidding project without dividing the bidding package.
2.9 Other non-compliances:
(1) It is a subsidiary institution (unit) of the bidder that does not have independent legal personality;
(2) Being suspended or disqualified from bidding in accordance with the law;
(3) Ordered to suspend production and business, temporarily withhold or revoke licenses, or temporarily withhold or revoke licenses;
(4) Entering liquidation proceedings, or being declared bankrupt, or otherwise incapacitated;
(5) Within the past three years (36 months before the deadline for submission of bidding documents), it has been determined by the relevant industry authorities or judicial authorities that there have been fraudulent bid winning, serious breach of contract, major project quality or major project safety problems (subject to the administrative penalty decision of the relevant industry competent department or relevant legal documents issued by the judicial organs);
(6) Within the past five years (60 months before the deadline for submission of bidding documents), the unit has been convicted of the crime of bribery, and the bribery is related to procurement activities (subject to the effective judgment of the "China Judgment Documents Network");
(7) Those who have been convicted of contract fraud within the last five years (60 months before the deadline for submitting bidding documents) (subject to the effective judgment of the "China Judgment Documents Network");
(8) Except for those who have been identified by the Supreme People's Court as dishonest persons subject to enforcement (subject to the list of dishonest persons subject to enforcement published on the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platforms at all levels), unless they have completed enforcement or are no longer enforced;
(9) Listed as a "list of prohibited trading enterprises" by Guangdong Haiwu Technology Co., Ltd. and its affiliates;

3. Qualification review method
This project will be post-qualified, the qualification review criteria and content are shown in the bidding documents, and the bidders who fail to pass the post-qualification review will be rejected.
The bidding party advocates honest cooperation, all information provided by the bidder must be true, bid-rigging, collusion and other violations of laws and regulations are strictly prohibited, and if there is a violation, the deposit will not be refunded.
4. Acquisition of bidding documents
4.1 Acquisition of bidding documents
4.1.1  Acquisition time of bidding documents: from 18:00 on April 29, 2024 to  17:00 on May 6, 2024  .
4.2.2 How to obtain bidding documents:
 (1) Submit the "Annex I, Intention Registration Form", fill in the information in the registration form, and provide a scanned copy of the relevant qualification stamp as an attachment, and send it to liyan388@haiwu.com by email
 (2) The bidding party will review the qualifications of the bidding unit within 1 working day after receiving the information, and only those who meet the conditions can participate in the bidding, and the bidding party will send the bidding documents to the bidder. Failure to receive the bidding documents is deemed to not meet the bidding qualification requirements and is not qualified for bidding.
4.2.3  Bidding document fee: 0 RMB per set  .
5. Submission of bidding documents
5.1  Submission of paper bidding documents: The deadline for submitting paper bidding documents (i.e., the bidding deadline) is:  14:30 on May 9, 2024  , and the place of submission of bidding documents is:  General Department Office, 4th Floor, Building 1, No. 1 Haiwu Road, Zhangmutou Town, Dongguan City, Guangdong Province  。
5.2 This project does not carry out on-site bid opening.
5.3 The bidder will not accept the bidding documents under any of the following circumstances:
5.3.1 Late delivery or failure to deliver to the designated place;
5.3.2 Failure to seal in accordance with the requirements of the bidding documents;
5.3.3 Failure to obtain the bidding documents of this project in accordance with the requirements of this announcement.
